Nomos = the law.
Tithemi = the deposit or the gift of the Law.

**3** This is also a reference to establishment principles whereby both the believer and the unbeliever can understand the blessing that comes to the client nation from following establishment principles found in the Law.

**5** A bureaucracy is the administration of a government through bureaus or departments staffed with non-elected officials.

**6** For when God established Israel as the first client nation in history, He gave the Mosaic Law in order to define the divine laws, the divine principles for the function of human government.

**7** In the time in which they were first given to Moses by God, they applied to a theocracy [a nation under God], which is obviously the ideal form of government.

**8** The more people involved in a decision, the worse the decision is. The fewer people involved the better, and even a stupid person making a decision all by himself, is better than a thousand people of varying mentalities making the same decision.

**9** The more people involved in a decision, the greater the accumulation of old sin natures.

**10** Doctrine of the Mosaic Law.
Point 1. Definition.
a. The Mosaic Law = God’s ordinances, statues, rules, and commandments.
b. The Mosaic Law was the divine standard that God uses to demonstrate the sinfulness of the human race as well as His principles of establishment.

**11** The law had a perfectly legitimate function. Without its clear guidelines for right and wrong, moral behavior would be mostly guesswork.

**12** Sin simply did what sin is so famous for doing: using the good as a cover to tempt me to do what would finally destroy me.

**13** GAL 3:24 Wherefore the law was our schoolmaster to bring us unto Christ, that we might be justified by faith.

**14** Codex One is the Ten Commandments or the decalogue. The Ten Commandments define human freedom in terms of morality, privacy, property, and authority. The Ten Commandments also define human freedom in terms of the divine institutions and relationship to God, authority, and sin.

**15** While some sins are mentioned in the Ten Commandments, its purpose is not to define sin.

**16** Human freedom has something which is the guardian of freedom: Authority.

**17** Codex Two is the ordinances, EXO 25:1-31:18, or the spiritual code.
This emphasizes the fact that believers are designed to function under both the laws of divine establishment as well as Bible doctrine in the soul.

**18** As the marriage counselor, codex two points out the solution to the first marriage to the old sin nature as being salvation.

**19** The ordinances are the spiritual heritage of Israel. They are the theological code designed to present Jesus Christ as the only Savior.

**20** The structure of the tabernacle, Exo 25-27,
the delineation of the Holy Days, LEV 23:10ff,
the way of life for the Levitical priesthood, Exo 28-29,
and the significance of the Levitical offerings, Lev 1-3.

**21** Codex Three is the judgments, the establishment code, or the national heritage of Israel. Codex Number 3 included every principle related to the function of a client nation to God which includes an elaboration of freedom and authority, privacy, rights, property, privileges, marriage, military policy, taxation, diet, health, sanitation, quarantine, criminal law, trial, punishment, and laws of evidence, EXO 21:1-23:9.

**22** It also included the function of free enterprise and profit motivation, but rejected all forms of socialism and the welfare state. It rejected civil disobedience, violence, and revolution. The laws of divine establishment are for believer and unbeliever alike.

**23** Morality mandated by the Mosaic law was for both believers and unbelievers; it was not the means of spirituality. Spirituality is infinitely greater than morality.

**24** Morality is produced by human self-determination and is good.
Spirituality is produced by God the Holy Spirit and is infinitely greater than good.

**25** Point 2. Who are the recipients of the Mosaic Law?
The Mosaic Law was given to Israel as the first client nation to God in BC 1440, EXO 19:3;
LEV 26:46; ROM 3:19; ROM 9:4.

**26** EXO 19:3 And Moses went up to God, and the Lord called to him from the mountain, saying, “Thus you shall say to the house of Jacob and tell the sons of Israel:”
ROM 9:4 who are Israelites, to whom is the adoption, and the Shekinah glory, and the covenants, and the deposit of the law,

**27** The Mosaic Law was never given to Gentiles, DEU 4:8; ROM 2:12-14, because Israel was the client nation. The Mosaic Law was never given to the Church, ACT 15:5,24; ROM 6:14; GAL 2:19.

**28** ROM 6:14 for sin shall not be master over you, for you are not under law, but under grace.

**29** Codex Three is the exception, since it belongs to the entire world and teaches how a nation can prosper
